NOC to honor distinguished alums March 29

Northern Oklahoma College alumni Marcus Chapman, Dineo Heilmann, and Marshall Reigh will be inducted into the NOC Distinguished Alumni Hall of Fame March 29 at NOC Tonkawa.

The three inductees will be honored in ceremonies during the NOC Alumni and Friends Reunion Dinner in the Renfro Center at NOC Tonkawa at 5 p.m. on Saturday, March 29.

The public is invited to the event and all NOC Alumni and Friends of the college are encouraged to attend, according to Kayla Wooderson, Director of Alumni and Community Relations. The deadline for reservations is March 14.  Reservations are required; Tickets for the Dinner and Banquet are $25 per person.

NOC will present the Alumni Legacy Scholarship as well as recognize the Class of 1975.

Marcus Chapman (Class of 2002)

Chapman graduated from Timberlake High School in 2000 and then received an associate’s degree from Northern Oklahoma College in Enid where he was a member of the Jets baseball team for two years.

He then moved to Alva and received a Bachelor’s Degree in Mathematics. During his first year as a teacher, he attended classes at Southwestern Oklahoma State University and completed a master’s degree in Education Administration. He is currently attending Liberty University seeking an Ed.D in Administration & Supervision: Educational Leadership.  Chapman followed in his parent’s footsteps and began a career in education. His father, Terry Chapman, was a coach, principal, and superintendent at Timberlake, Buffalo, and Cherokee while his mother, Diana Chapman, taught various grades and subjects at Timberlake and Buffalo.

He began his career as a secondary math teacher at Ft. Supply Public Schools. After one year, he moved to Oklahoma Union Public Schools where he taught math and coached baseball and football for three years. He then spent one year at Lindsay Public Schools in the same role before moving to Aline-Cleo to begin a career in administration as the K-12 Principal.

The next stop was at Canton Public Schools where he spent five years as the high school principal. His first experience as superintendent was at Ryan Public Schools. After 7 years at Ryan Public Schools, he landed in his current role as the Superintendent of Chisholm Public Schools where he is in his second year.

Dineo Heilmann (Class of 1982)

In 1985, Dineo Heilmann started his teaching career as the band director for the Chelsea Public School system in Chelsea, Oklahoma.  Dineo left Chelsea in 1988 to become the Instrumental Director at Northern Oklahoma College and to later serve as Fine Arts Division Chair from 1990 to 2017.

He received his Associate degree from Northern Oklahoma College, his Bachelor of Music Education from Oklahoma State University where he was named Outstanding Music Student his senior year.  He then received a fellowship to complete his Master of Music Education degree at Wichita State University.

He was named 1991’s Outstanding Young Bandmaster for the state of Oklahoma by Phi Beta Mu.  He has had the honor of working with famed conductor Eugene Corporon, renowned composer Jack Stamp and has performed in a master class for Richard Stoltzman.

Heilmann has been honored twice by the Northern Oklahoma College board of Regents, the first with a “Resolution” of outstanding contribution to music culture and the second he was honored along with his father with a “Resolution” for the 50th anniversary of the Roustabouts for “50 years of inspiring performances”.

In 2014, the city of Tonkawa named him “Citizen of the Year.”  In 2015 Tonkawa High School named Mr. Heilmann as “Friends of Education” for raising money to purchase a Steinway grand piano for their Events Center.

He appeared annually with the Northern Gala Orchestra since its inception in 1996, under the baton of Conductor Gerald Steichen, performing traditional clarinet literature.  Dineo has been so lucky as to have performed with New York Philharmonic Violist Dorian Rence and such soprano artists as Loraine Ernst, Julie McCoy, and Janet Gray.

In 2000 he participated in the Higher Education Leadership Academy.

He has served as the representative for Junior/Community Colleges for the Oklahoma Association of Schools of Music.  He has been a member of the Music Educators National Conference, Oklahoma Music Educators Association, and Phi Beta Mu.

Marshall Reigh (Class of 1999)

Marshall Reigh a 1997 Graduate of Yale High School, earned his Associate of Science Degree from Northern Oklahoma College in 1999.

Reigh spent all of his K-12 years going to Yale Public Schools spending his free time with his friends in the outdoors.  Upon graduation he moved north to Tonkawa along with a lot of those same people to begin their higher education at NOC.

After obtaining his associate degree, he went on to UCO and after a year of the metro life jumped ship to finish his undergraduate at NWOSU in Alva with a Bachelor of Science in Criminal Justice and a Biology minor.

A few months after graduation he married his wife of 20 years whom he met at NOC and began his current career as an Oklahoma State Game Warden, his original duty assignment was in Kay and Grant counties.  He later was stationed in Grant where he remains today.

He was selected as the 8th District Warden of the year 3x and was named Oklahoma State Game Warden of the Year for 2024.

As a second-generation Game Warden, he knew going into the job that relationships in the community are of great importance and became involved with the local schools and conservation groups as soon as he could.  Teaching classes to all ages from Pre-K to college, he is able to make a bigger impact with the sporting public than could be made with only using a citation book.

Reigh currently resides in Medford and is involved in his community school volunteering his time as Vice President of the Board of Education. He is also the President of the Oklahoma State Game Warden Association and Vice President of the Pheasants Forever Chapter, President of the Grant County Youth Shooting Club. He teaches classes at Autry Tech on all manners of Hunting and Fishing sports and volunteers his time with both Archery in the Schools teams in his county.

His favorite time is still spent outdoors sharing his love of outdoor pursuits with his 13-year-old daughter Sydney and other youth who he takes afield.

The event registration will be held from 4:30 p.m. – 5 p.m. in the Renfro Center lobby with dinner at 5 p.m. in the banquet room.  The NOC Division of Fine Arts is hosting a “Play in a Day” event at the Kinzer Performing Arts Center at 7:30 p.m.  The event is free to the public.

Northern Oklahoma College, the state’s first public two-year community college, is a multi-campus, land-grant institution that provides high quality, accessible, and affordable educational opportunities and services.
